Use per-request rotation for independent URLs. Use one sticky session for one coherent task. Use a persistent browser context when the site relies on cookies, client-side storage, or navigation history.

Do not rotate simply because the capability exists. A changing IP in the middle of a transaction can trigger reauthentication, invalidate location assumptions, split server-side sessions, or produce inconsistent results. IP rotation is a routing strategy, not a universal success switch.

Sticky Proxy Session Is Not the Same as Persistent Browser State
